OCCUPATIONAL SUMMARY   (THIS IS A TEMPORARY  POSITION)

 

The Property Audit Specialist ensures full adherence to School Board policies and State Statutes related to property control, inventory accountability, and asset management. This role conducts specialized, risk-based property audits across all M-DCPS locations to verify the existence, safeguarding, and proper documentation of tangible personal property, as mandated by Section 274.02 of the Florida Statutes and aligned with the Office of Management and Compliance Audits’ Annual Audit Plan.

 

Responsibilities include conducting comprehensive property audits, drafting property audits, evaluating internal controls related to asset management, documenting exceptions, and advising site personnel on proper property control procedures. The position requires analytical judgment and quasi-administrative duties, carried out under the general supervision of the Property Audit Supervisor. Work is reviewed through meetings, audit results, and inventory findings across school sites and district offices.

 

EXAMPLE OF DUTIES

 

1.           Performs risk-based, cyclical physical audits of tangible personal property (TPP) on an annual basis, or whenever there is a change in custodian or custodian’s delegate, in accordance with Florida Statutes and M-DCPS policies and procedures governing property control and management.

               

2.           Physically verifies the existence and condition of TPP recorded in the financial system utilizing electronic scanning systems when appropriate, ensuring all scanned data is downloadable and capable of generating reports with required inventory details, and ensuring that property records are accurate, complete, and properly maintained.

 

3.           Identifies unrecorded, misreported, or unaccounted for property and ensures proper investigation, documentation, and resolution in accordance with established procedures.

 

4.           Prepares audit reports for unlocated, untagged, or improperly recorded property and discusses results, control weaknesses, and areas of concern with site administrator(s). Recommends corrective actions and improvements to internal controls and security procedures as necessary.

 

5.           Reviews policies and procedures governing recordkeeping and reporting with site personnel responsible for property control to ensure understanding and compliance.

 

6.           Assists OMCA with audits of year end inventories and other special projects as assigned, providing support and technical expertise in property audit practices.

 

7.           Compiles a three-part report for each site detailing unused equipment, obsolete equipment, unmarked equipment, and overall equipment condition. Provides remarks on equipment utilization across all work locations.

 

8.           Identifies errors in the master property file, including issues related to identification numbers, descriptions, physical locations, costs, and equipment condition, and communicates required corrections to the administration.

 

9.           Investigates unrecorded items found during inventory and obtains the necessary inventory forms from the administration, who will determine ownership and coordinate proper addition to property records or lawful disposal.

 

10.        Determines and reports improvements or exceptions for each work site by comparing current audit results with prior audit findings. Reviews significant observations and trends with the Property Audit Supervisor.

 

 

PHYSICAL REQUIREMENTS

 

This position requires the ability to stand and walk for extended periods of time, in addition to performing various physical activities, including sitting, mobility, lifting, finger dexterity, grasping, repetitive motions, talking, hearing, and visual acuity. Work is performed primarily indoors; however, some duties must be performed outdoors when tangible personal property (TPP) is located outside; also requires frequent in-county travel to multiple work locations.

 

 

MINIMUM QUALIFICATION REQUIREMENTS

 

1.           High school diploma or an equivalent.

 

2.           Three (3) years experience conducting large scale inventories or related materials management experience including some experience with a large scale automated inventory management system or any equivalent combination of acceptable training and experience.

 

3.           Demonstrated knowledge of current computing technologies and software applications appropriate to the position’s job responsibilities.

 

4.           Demonstrated ability to communicate effectively, both orally and in writing.

 

5.           Possession of valid Florida Drivers’ license and access to/ownership of a vehicle for driving to the different locations.
