OCCUPATIONAL SUMMARY
Assists the Director I, Regional Transportation Center, in the administration of the resources and staff to provide safe, efficient, and economical transportation for all pupils entitled to daily transportation to and from school, and to other educational activities. The position manages the operation of a transportation center on a daily basis. This position also supervises and monitors night/weekend/and holiday transportation services. The Regional Transportation Center is a 14-hour day operation.
EXAMPLE OF DUTIES
1. Assigns and supervises from 250 to 500 or more employees including clerks, school bus drivers, and school bus aides, depending on the center assignment. Supervises payroll functions and addresses related issues with drivers, attendants, and staff.
2. Plans and manages, directly and through subordinate staff the transportation for pupils residing in the area served by the Regional Transportation Center. As a general practice, will be assigned to either a morning or afternoon shift, and will be responsible to monitor and manage all transportation activities occurring on that shift. Monitors and supervises the operation of the Center’s bus routes and ensures all bus routes are covered when drivers are absent from work.
3. Supervises the distribution and collection of Medicaid forms for qualified special education students and supervises the collection of data for the Florida Education Finance Program (FEFP), both of which significantly impact the District. Reviews the data with staff for completeness and accuracy.
4. Conducts and supervises various levels of conference-for-the record, administrative reviews, and recommends disciplinary actions when required for all employees. Attends District level conferences when necessary.
5. Supervises the yearly route bidding process for bus drivers and bus attendants in accordance with the AFSCME contract and scheduling of early release throughout the school year. Supervises assignments of school buses and other required equipment and makes adjustments as operational requirements dictate. Works cooperatively with the Vehicle Maintenance to ensure buses are available to meet the needs of the operation.
6. Contacts parents, bus drivers and bus aides, and school personnel to resolve problems concerning students, routing, bus stops and other bus route details. Participates in parent/school/special event conferences scheduled by school principals and/or other staff members. Meets with school administrators, the general public, parents, and other administrators as required to resolve operational problems.
7. Employs technology for efficient and economical transportation of students to include, but not limited to, EDULOG and FILE MAKER PRO. Works in conjunction with the routing staff and makes adjustments and changes as necessary.
8. Ensures prompt and effective response to accidents and incidents occurring on school buses. Reviews accident and incident reports to ensure completeness and accuracy of the information. Ensures accident and incident reports are entered into the department’s data base once they have been reviewed for completeness and accuracy.
9. Ensures that bus drivers undergo required physical examinations and other certification requirements, including checking the resulting reports and verifying documentation for licensure. Ensures all drivers meet all state/local/federal driver license requirements. Administers and monitors Federally mandated drug and alcohol testing programs, ensuring drivers report for all required drug and alcohol testing. Assists in enforcing the District’s Safe Driver Plan.
10. Participates in the development of key metrics and assists in implementing the strategies to address those metrics. Reviews data from metrics and makes recommendations on how the operation can be changed and improved based on such data.
11. Various work schedules may be required.
12. Performs other duties as related to general administrative responsibilities of the position.
PHYSICAL REQUIREMENTS
This work requires the following physical activities: sitting, mobility, lifting, finger dexterity, grasping, repetitive motions, talking, hearing and visual acuity. The work is performed primarily indoors.
MINIMUM QUALIFICATION REQUIREMENTS
1. Associate’s Degree. Ten (10) years of progressive experience in school bus transportation operations, municipal transit operations, or equivalent transportation operations experience in the military or private sector may substitute for the Associate’s Degree.
2. Minimum of five (5) years experience in school bus transportation operations, municipal transit operations, or equivalent transportation operations experience in the military or private sector.
3. Minimum of two (2) years experience in a supervisory management capacity dealing with an organized labor force.
4. Experience in route development and coordination.
5. Demonstrated ability to communicate effectively in both oral and written forms.
